    HB 49 favorably passed out of Senate committee after an amendment that adds a contingency clause based on appropriations. In other words, the intent is supported, but the Legislature is really worried about having enough money to fund the $2.8 million price tag.

    HB 49 has passed the House, but with some concerns about the funding source. Also, there is an amendment to match DNR law enforcement with Dept of Corrections employees who have arresting authority. It has been assigned to be heard by Senate Natural Resources, Agriculture, and Environment Committee, but some issues still need to be worked out.

    Summary: Aligns the pay range and step progression for State of Utah Department of Natural Resources (DNR) law enforcement officers with those of Department of Public Safety (DPS) peace officers, with an exception allowing lower ranges for DNR major and division director so they do not exceed other DNR division directors. Makes technical changes; no appropriation; effective May 6, 2026.

    David's Take: While the actual bill only changes pay plans for DNR law enforcement officers, I share this bill because it may have slight secondary effects for agencies that hire law enforcement employees and compete with DNR for talent. This bill also makes me grateful at the local government level that we don't need an act of the State Legislature to change pay bands. ;)
