    Unfortunately we've had to make this change twice for Juneteenth and have had some employees grumble about it because they have vacation plans already established. But we are aligned with federal and state on this.

    HB 309 passed the Senate Gov Ops and Political Subdivisions Committee unanimously and is currently on the Senate 2nd Reading Calendar.

    HB 309 has passed the full House unanimously this week. It is currently waiting to be introduced and assigned to a Committee in the Senate.

    Summary: HB0309 standardizes the observance of Juneteenth National Freedom Day (June 19) as a fixed-date legal holiday in Utah, aligning its observation rules with fixed holidays like Independence Day (observed on the closest weekday if falling on a weekend). The bill effectively removes prior statutory language that may have designated it as a floating Monday holiday in certain years and updates parent-time/custody schedules to account for the specific holiday rights.

    David's Take: This bill would avoid the confusion between state vs federal observation of Juneteenth Freedom Day and align both to June 19th. There was a similar bill that was run last year, passed the House, but failed in a Senate Committee. The bill sponsor, Sandra Hollins, announced late last year this is her last session and she will not be running for re-election.
