HB 329 passed out of the House Econ Development and Workforce Services Committee, but it was not unanimous. The concern was the $3 million fiscal note. Rep. Feifia, who voted in support, commented that if he has be asked to cut $85 million in social services, he has concerns about approving $3 million for this mill. Again, the purpose and intent of the bill is great, but how is the bill going to be funded.

HB 329 has been assigned to the House Economic Development and Workforce Services Committee. Will likely be heard soon, but no confirmed date yet.

    Bill Text: https://le.utah.gov/~2026/bills/static/HB0329.html

Summary: The bill increases the amount of parent, adoption, and postpartum recovery leave for state employees and school district or charter school employees. Parent leave is up to 3 weeks. Postpartum recovery leave is an additional 6 weeks (total of 9 weeks), adoption leave is up to 9 weeks, and foster leave up to 3 weeks.

David's Take: This bill only applies to state and LEA employees, but it also could signal support for additional paid leave for employees. It will be interesting to see the fiscal note and if there is room for this bill within the budget. I am personally in favor or supporting parents, and the balancing needs of providing labor to complete tasks at work.

*General Disclaimer: David's take is is his own personal opinion and is non-legal binding nor is the official position of the Chapter.
