Summary: This bill allows additional options for local government drug testing. It expands the definition of "sample" to include oral fluids. It allow the local government or higher education can choose the type of sample collected. It allows entites to assist in collecting samples, if collected in accordance with instructions prepared by an independent entity. 

David's Personal take: I've been working on this issue for 3 sessions now. This is the same bill that was run last session and simply ran out of time. It gives entities more options to start using oral fluid testing, instead of sending employees to labs or hiring local clinics to collect samples. I am optimistic this is the year we finally get it done.
