    Summary: SB0171 amends state code to allow the Driver License Division to issue a Commercial Driver License (CDL) with a "K" restriction (intrastate only) to individuals who are lawfully present in the U.S. and authorized to work, but not domiciled in Utah. These licenses expire concurrently with the individual's federal work authorization and strictly prohibit the operation of commercial vehicles in interstate commerce.

    David's Take: This bill expands the potential applicant pool for positions requiring a Commercial Driver License (CDL). Cities struggling to fill vacancies for snowplow drivers, refuse collectors, and utility truck operators can now hire individuals who have valid federal work authorization but are not technically "domiciled" in Utah.
