Summary: Modifies the definition of retaliatory action by an employer to include making a complaint, in violation of the whistle-blowing statute, to a person that licenses the employee to practice a profession or perform other types of work.
David's Take: This adds a possible "retaliatory action" to include prohibiting making complaints to someone that licenses that profession/similar types of work. This is not a traditional retaliatory action, such as dismissal, pay reduction, fail to promote, so I see the need for clarification. I would like to hear the examples of when this has been a problem. I'm sure it has happened and so it needs to be clarified and codified.
