    SB 25 has passed the Senate and already recommended by a House Committe. No opposition to date.

    Summary: This bill comes from the Interim and address various details for the Utah Retirement System. Expands URS membership council from 15 to 18 members, adding a Director of State Division of Human Resource Management, a local school board member, and a school disctrict superintendent.

    • amends the definition of "bona fide termination of employment" for purposes of the UtahState Retirement and Insurance Benefit Act;
    • clarifies that service credit in the judges' retirement systems is not transferable to a Tier IIretirement system;
    • authorizes the attorney general and senior staff in the Office of the Attorney General toelect to transfer the value of certain accrued defined benefits or elect to be exempt fromthe retirement systems, allowing employer contributions to vest immediately;
    • modifies the Utah Retirement Systems staff who may make an appeal ruling, if delegatedby the executive director;
    • amends provisions regarding permanently relinquishing a defined benefit or definedcontribution benefit; and
    • makes technical and conforming changes.


    David's take: No major changes, just clarifying issues. It passed unanimously by the Retirement and Independent Entities Interim Committee.
